The name rings a bell, but I think I found the place. It was likely the Lantham Hotel. I found it after someone on DCUM mentioned Jose Andres bought the old Lantham Hotel in Georgetown. I looked it up, and I think that might be it.
Incidentally, I looked up Chadwick's. There's a spy scandal associated with that restaurant. There was a spy story associated with Au Pied de Cochon in the 80's also.
