The answer is to force everyone back into the public schools. If the well off aren’t invested in their success, they will fail.

Now, I know the Constitution says people have the right to indoctrinate their kids, but the Constitution doesn’t say anything at all about schooling. And Texas has given us a great model for private citizens to enforce a newly-enacted ban against private schooling. $10k per kid bounty.
