He sounds really bad.
He didn’t get hit by a bullet or shrapnel, he scraped his ear when USSS tackled him. So, no, it’s not brain damage from that. What we’re seeing is the dementia that was already well under way while he was in office, probably combined with drug use as has been noted at least since his Apprentice days.
