Reagan closed all of the places where people can be committed. It is part of why there was such a huge homeless explosion since the 1980's. GOP cuts to health and human services and the VA pretty much guarantees this is the result.

Uh, who was behind the disastrous "defund the Police" initiative? This is the result. And, by the way, it's wonderful to walk around freely on the Hill. Residents are loving it. Even the car wheel and rim thefts have disappeared.
the phrase was devised out of frustration that black men were being slaughtered extrajudicously by police. the right weaponized the phrase. At the end of the day, it is the GOP who vote against funding bills who are defunding the police. The left has not actually defunded.
