DP - but I think the part where there are two young teenage girls who are committing an armed carjacking is probably why she was thinking gangland. I mean, I guess they could be friends from church.

He is an adult and not a boy. He will be locked up somewhere for the rest of his life--either in an institution or prison.

When the youth commit crimes, the places they are removed to need to engage in actual reform with measurable wickets -- GED, community work, job skills (and let's start with stuff like cleaning and work up from there). They should not be released to the community until a panel affirms that they are both penitent, and have put in the work to meet measureable benchmarks, to learn what is needed to be productive adult members of society. If they are incorrigible, they stay separated until they figure out their *--with society's supoprt of course. I don't want to hear about any more Charles Allen type youth reform laws, until he addresses the actual rehabilitation planned + implementedfor the short time these youth are separated from society before being released as he wishes. Right now, the kiddos know society has no expectations for them, and they'll be out tomorrow.

Kids for the past 20-25 years have not been allowed small failures which help teach them how to handle (or preferably avoid) large failures. And our society has gone mental and decided that there should be less punishment, thus teaching people that there are no real repercussions for doing criminal activities. Just look at what they're doing at the schools- and the push to remove SROs, who for some kids are the only role models they may have.

No. There is not school now. And this reality is growing our crime rates. How do you not know that schools are still closed?
I KNOW that schools are still closed to IPL, but they are supposedly teaching them online. Which is a joke. And no one cares. If they were skipping school, then MAYBE post-Relisha Rudd, someone would notice their whereabouts, but doubtful. Juvenile detention and rehab is fine for them, but I want the parents/guardians CHARGED.
Not that children are pets, but if my dog gets off leash and bites someone, I am the responsible party. If someone slips on my front walk because I didn't shovel the snow, I am the responsible party. Since they are young, where is the ADULT responsible party? THEY need rehab and training.
