Yes some schools have demanded a complete pack out. They are sanitizing over winter break due to COVID.
But there are red flags all over this pairing including her previous roommate left her. It’s your DDs college experience also. If there is a way to change do it.

The dorm rooms are so small that it doesn’t matter who is by the window because the natural light reaches all over the room. Also, the one by the window hears more outdoor noise when trying to sleep.
