I feel like in either instance it’s insecurity and rarely about looks. As someone else said, it’s just someone trying to take your power.
The only time I can recall being called ugly was by a girl in 6th grade. It did hurt my feelings. She herself was really plain, and she remained plain as an adult. Looking at photos from that period of time, I looked pretty, and I was always dressed neatly, and I was a happy kid. I think this girl realized she was never going to have a pretty day in her life and she was just trying to target someone else with her unhappy self image.
