I've known one who did it. She made the time. She was going to control what was in her classroom and that was that. She wasn't my kid's teacher, either. Just someone I knew. She was quite proud of herself. I never did find out just what she did with the food she took, or how long she actually got away with it.

If that turns out to be the case, I would let the school handle the disciplinary part of it (which I hope would just be talking to the 6 year old about reaching out for help when needed and not taking from others) and I would see if there was a way to donate snacks to the school for kids who don't have enough (when free/reduced lunch doesn't cover snack time).
