Cause in the 60s and 70s there was a population boom and a lot of stuff was built to be done quickly rather than look good. They also had strange design decisions like motel style access and were a lot smaller than typical dorms. Doesn't make sense to try and renovate a building with no character. The older buildings define the university.

It was gutted down to the brick walls. Much more than a renovation. I was there and walked by the remaining walls everyday.
They actually fought hard to keep the brick walls of Jefferson. All the interior support was gone from the fire. They had to quickly erect steel supports to preserve it as it was essentially an unsupported 200 foot long 4 story brick wall. They'd have gladly wheeled out the wrecking ball if the fire would have occurred at Morton/Boswell.
