Ruled? I don't think so. There are six absolute monarchies in the world. These countries are Brunei, Eswatini (formerly Swaziland), Oman, Qatar, Saudi Arabia, and the Vatican City. And even if the rulers are white, these are not exactly the countries people are risking their lives to access.
It is America, Canada, Sweden, UK, Finland, Norway, Germany, Denmark, Netherlands, Italy, Spain, etc.

I threw out some numbers, please explain why you think housing would be no cheaper with 10% fewer people? We already can see this in Japan as there is excess housing supply.
For the most part, people here illegally are living with family and friends, crammed into houses and apartments. They are not living among and by themselves - how could they without, you know, documentation?
