You're making an assumption it is actually paid out according to terms. There are multiple red flags indicating it won't be, therefore your comparative analysis is flawed.

I mean I have a performance plan, as do most feds.
Mine's pretty objective in requirements. We sign them for the year in October. If I'm meeting my standards, I can't be fired for cause.
