I work for the DC government. Not union represented. I highly doubt there will be raises or COLA’s in the near future, possibly years, based on the uncertainty of the incoming administration and it’s animosity toward DC which will be felt economically.

+1 I've had a very hard time getting ahold of someone in the DC department of buildings for permitting. They offer "virtual appointments" or "digital walk-thrus". The staff I have dealt with via email are remarkably unresponsive. Prior to COVID, I could go in person and speak with them. I sincerely doubt that they are RTO in practice.

They contracted out a lot of the work.

The idea of outsourcing is supposed to be that you can reduce your own staffing level just to what’s necessary to monitor and supervise the contractors. DC does it in the most DC way ever, keep a high staff count of people who also don’t bother to monitor and supervise the contractors. It’s the absolute worst of both worlds.

Money, the city doesn’t have enough of it to fund the COLAs. They could make it a priority and make cuts elsewhere but they won’t.

If they collect on unpaid parking tickets, they could fund COLAs

Money, the city doesn’t have enough of it to fund the COLAs. They could make it a priority and make cuts elsewhere but they won’t.
