Stalling the vote could have canceled the vote. They were giving time for the Senate to pass a bill. Then the House would have options of passing the Senate bill or shutting down the government, because the Senate would then be in recess. Mitch McConnell gets attacked all the time, but he is in favor of more spending and against the Tea Party/MAGA.
What changed for the Bowman plan to fail, is that the Republican corporatist caucus that Mitch can rely on for votes abandoned him and were not interested in insisting on Ukraine funding to be put in the emergency budget bill.
The alarm was not anywhere close to the main Capitol building. It had no such impact. Please just stop.
The question is.... Did Bowman know his actions would have no effect on the vote? Because, he is just not that smart so one has to wonder.......
