Yeah it just seems like it would depend on your kid and their circumstances. Like, if going to public results in you being the valedictorian, whereas at private you would have just been top 10% or something, then it's a boost. If going to public results in you being an average student and you would have also been an average student at a private, probably better off at the private where you can get admissions help and attention and opportunities for activities to help you stand out.
And how would you ever know this at the outset? That’s why thinking about college matriculations is a useless exercise. The school will shape your kid in ways you cannot anticipate.
