Except he did say to take away votes from Biden. He suggested throwing out all the absentee ballots and deduct votes in proportion to what was believed to be the partisan breakdown. He wasn't even proposing throwing out individual votes but an estimate of what he thought the breakdown was.

It's corrupt if you intentionally abuse the process.
Abuse would need to be procedurally defined. By their nature, every request for a recount is a challenge to the outcome of the election. People are allowed to do all of this-- recounts, litigation, pursuade people to their side. They are not allowed to assault Congress to prevent vote certification. The rest is fine.
Asking for a recount so the results are switched, without substance, is not fine. That is POST-RIGGING an election.
