I personally think the democrats should sign the 7 week CR at the end of the month to bring back on Monday 11/3. Americans on ACA will receive their increase notices on/about 11/1. That hike will create enough outrage. Dems can say the GOP agreed to negotiate ACA subsidies in the full year bill. Let Feds get back pay and another 2 checks before a thanksgiving. Returning 11/3 gives everyone 3 weeks to negotiate a deal. If the GOP refuse to extend subsidies (with added pressure from constituents) in the next CR of full year bill, then shut it down again.
the house has basically not been in session since July, meaning they haven't been working on an actual budget bill at all.
