She hired him - with no felony prosecution experience. She paid him $250/hr (more than the other prosecutors, despite her protestations). She accompanied him on at least 2 trips that we know of (not to any location pertinent to the investigation).
SHE was responsible for his hiring and approving his compensation. He used that compensation to pay for her travel and accommodations. And, there is some reporting that the two of them are living together.
