Except rumors were already all over Twitter and people were wondering if it was hoax. Better to actually know than to wonder. Cops need to work under a new model, they could have easily informed quicker.
So cops and emergency services are supposed to let TMZ and Twitter dictate that they change their protocols now? Seriously? Do you know realize that an immediate initial statement does not equate to "knowing" anything substantial?
The reason there were rumors all over Twitter is because TMZ put it out there when they did. Like a PP said, it's probable that other news outlets had a clue early on but were giving police a LITTLE time to notify families. A famous person was not the only victim. The families of the others had to see it trickle out while they probably agonized over whether there were survivors or whether their loved one actually maybe didn't get in board at the last second, or, or, etc.
