Your tiers are off. Mann is not in the same tier with Stoddert and hasn't been for years. I have experience with both schools and Stoddert is way better than Mann.
Key comes after Mann. JKLM is second tier to Ross and Stoddert.

There are a few OOB students in 4th and 5th, but they will obviously move on to MS soon. Otherwise, there are 30ish OOB students in the autism program. That won’t change, but they do factor into the overall OOB percentage for the school.
It would make sense to zone all of McClean Gardens for Eaton, there’s a lot of kids there. Then Hearst could accept some of the Janney kids.
