Yeah but the other idiots want Discovery and to keep their pals in business. They will try to shape this so Discovery is the only option. Its the easiest for them to adopt since its basically 2.0 again and if things go south they can always go work for Discovery. Kudos to Dr Smith if he is successful against the garbage within MCPS but I'd still wager it ends up being Discovery.
