There is a lot of poverty in Germantown and some sections of Gaithersburg, its unreasonable to expect these kids to take 1.5 hour or longer bus ride across the county two times a day.
This solution would achieve the goal of including more URM students and benefit everyone except the UMC white kids that take the easier TPMS spots, which should be fine. There is no valid argument for why white rich kids in TP need some type of special access at the expense of everyone else.
