You’re right. It was a singer/songwriter named Robert Hazard. Though I’m not sure I would call Cyndi Pauper’s version a “cover” since Hazard never actually released it. Just to try to find a copy you can buy! From what I can tell, all that’s out there is a rough demo. Anyway, thanks for bringing it up because I didn’t know any of this a week ago!
Robert Hazzard was part of the Philadelphia music scene in the 80's. Cyndi's backup band at the time was the Hooters, another Philly band. One of the members co-wrote "Time After Time", which is why you'll see them do a version of it.

Finding Bob Dylan covers that improve upon the original is like shooting fish in a barrel IMO. His songs are legendary but I hate his voice. This is actually a Cat Stevens song covered by many artists. The Rod Stewart one is the most popular but once I heard the Cat Stevens original, I like it the best. Stewart’s raspy voice does suit it a lot though
