I agree the parking issue is a minor matter. If he'd just left the note, it wouldn't have been a big deal. But, how do you say stealing licenses plates on THREE different occasions is minor? How was the nanny supposed to know that this wouldn't escalate to something horrific? Imagine it was your wife, your DD, your mother? Seeing someone on the street, not knowing if this were your stalker....what would he do next? Then, there's the hassle and expense of replacing the plates. Why should this creep be allowed to do this to you over such a small matter? What would he do when something big happened?
I wouldn't want this guy anywhere near me, my family or working for my government. Clearly, if he gets out of control over something like this, he lacks the temperment to make impactful decisions.
