First let's actually establish that Starr and his "cronies" (really? cronies?) are actually deliberately keeping some clusters (which clusters?) overcrowded while keeping Churchill and Wootton clusters below capacity. Let's also propose some plausible motivation for Starr and his "cronies" to do this deliberately.
