Well, if this is true, why an ESL (English as a Second Language) resource teacher is needed at TJ???

Apparently you do not understand the regulation actually means: if you have a rent/lease agreement (with a Fairfax county address), you live in Fairfax County!
I am 100% sure my neighbor (a Korean mom with two kids- dad lives in Korea) does not pay a dime to FCPS.

Especially if the resource is very valuable and scarce (e.g. a seat at TJ).

They pay Tuition.- NOT

"Tuition is charged for students whose parents do not live in Fairfax County. Contact Student Registration at 703-204-6744 for enrollment of nonresident students."

TJ likely will hit an equilibrium like Stuyvesant in NYC in a few years with about 75% Asian students and 20% White students. However, it will not go down as well here, because NYC has more magnet schools like Hunter College HS, etc. FCPS will either open more magnets for arts and humanities or shut TJ down.

I have a dream, that one day childrens of United States and other nations can sit side by side in schools, eat free breakfast and lunch, enjoy free health care, all paid for by the Americans!

I have a dream, that one day citizens, legal and illegal immigrants can all demand the U.S. government to provide free basic (heck-luxury) automobiles, free homes, free ESL/AP/IB classes, free college education, free PhD/MBA/MD/DDS, automatic super-lott/mega-million entries and winnings, or wathever pursuits or non-pursuits anyone desires.

I have a dream, that one day anyone in the U.S., should he/she desires, is entitled to guaranteed employment (heck-year around vacation time), signing bonus, year-end bonus, stock options, show-up at work bonus, no-show at work bonus.

Let's make sure that the equal protection clause applies to all of the above, and more.

- mere Fairfax County resident

PP is correct. However, the county and state can close the school if it is largely a magnet for non-residents. Make them go to Annandale instead.

(1) TJ is a tax payer funded school. The student should be county residents with citizenship or permanent resident (i.e, green card) status. This means that their families actually pay taxes or within the documented tax base that funds the school. In the current situation, not only these foreign/migrant students do not pay out-of-state tuition, they do not pay in-state tuition, period. I can only blame the school system for creating such a situation that tax payers are taken advantage of. Can anyone from Virginia if they can go to, say Penn State or Georgia Tech, and not pay a dime to attend the school? A scholarship maybe - But our "TJ scholarship" paid for by county tax payers is automatic for anyone. This is absurd!

(2) Because of limited number of seats available each year at TJ, other well qualified students (black, white, hispanic, and asian born in this country) inevitably will be adversely impacted in the admission. At current time, the most displaced students are white and (American asian) students who were born in the U.S. and who's parents have dutifully paid the taxes to support the school.

(3) Concentration of a group of students with similar ethnic background (I know, I know, not all Asians are the same, my personal asian background is very different from others, but) does not foster a diverse learning environment for the students themselves.

(4) Students from foreign countries distort the statistics of (in particular) Asian representation at TJ. About 2/3 of incoming students (class 2016) are Asain! This is not appealing even for an Asian like myself. Do I really want to send my other child to TJ in a few year when TJ is 70%, or 80% Asian? I really want all my children to have a rich experience that includes all races and ethinic backgorunds. But this is harder and harder to do. Can I ask for at least 5% black students? at least 5% hispanic students? as many as Native Americans that are eligible, at least 35% white students? I am saying this with a heavy heart, not trying to offend anyone, and I am usually against quota as a matter of principle.

(5) Since last year, TJ has hired ESL teacher in an environment of limited school budgets to help students in TJ but have difficulty in English. If I remember, at least half of the problems in the TJ admission test have to do with English Langueage. So the question is why there are so many students admited to TJ without meeting the lanuage requirements? Why do you and I have to pay for someone not from this country for English remedial courses?

(6) Last but not the leaset, this situation will continue if the citizens and residents of the county do not hold the school system (school board in particular) accountable.

This could all be rumor but I've heard that there are plenty of Asian - actually specifically Koreans - who move with mom to No Va in late elementary, rent a room, prep for test and enter into the FCPS system all in an effort to get into TJ. I've also heard that they've had to add an ESL/basic writing classes in the past few years to help out these kids who manage to get in but don't have the necessary English skills.

Again before any of this, provide some numbers. What % of US citizens, % of permanent regidends, % of foreign students, % of illegals, etc ini TJ.

The concept of determining average IQ for individual countries is laughable - IQs across socioeconomic classes, sure. A well fed, prepped Korean or Japanese will do far better on a 'standardized IQ test' than an unlettered, enterprising Somali pirate. A well fed, prepped Nigerian will beat a starving Afghan refugee.

Oh, on topic, ban Annandale Koreans and recent immigrant Indians from TJ
