Services sales taxes are paid by those paying for the service. I think the ladies dropping $500 plus tip on a full color and cut every 8 weeks can find an extra bucks. Same with those dropping $4k a year on lawn mowing.
Yes, but, in reality, sales tax imposition means every quarter, maybe monthly, your poor maid or hair dresser or landscsper has to prepare tax returns and fork over hundreds or thousands in taxes. And possibly pay expense of tax preparation too. Saving that kind of cash can be unrealistic for people living paycheck to paycheck. and burdensome on the lowest earners.
