It used to be these areas were happy to unload these costs onto ICE, by reporting them before they are tried, as well as lowering impact on public services.

Threatening federal agents should be an obvious thing to avoid. It's not specific to ICE.

They can’t search vehicles. But they can claim that a canine alerted and keep you there all day.
They only need reasonable suspicion to search a vehicle within 100 miles of the border. That applies to both ICE and CBP.
