Voters don't care about the Bill. Complicated arguments about legislation that didn't get enacted do not sway voters. What does sway voters?

It's very clear to the entire electorate that the Democrats are significantly more in favor of illegal immigration and illegal immigrants than Republicans are. In spite of complicated denials, it's clear that Democrats in general want illegal immigrants to stay here, to get benefits from U.S. taxpayers, and to eventually get the right to vote (for Democrats).
So voters who dislike illegal immigration or its effects are less likely to vote for Democrats. Any debates about how Democrats are ackshually the REAL "tough on the border" Party just end up making Democrats seem dishonest.
