I think the people I most loathe in the administration are that pissant and Leavitt.
So depressing. One of the many stains on our national soul. If you haven't heard of the My Lai massacre, now is a perfect time to read up on it. Some stats:
American troops "just following orders"
*killed 347–504 Vietnamese civilians--most were women, children, and elderly. (The lower count is that of the US government).
*used M16s and machine guns to mow down civilians and threw grenades into homes and bunkers
*raped and sexually assaulted dozens of girls and women
*mutilated bodies (genitals cut off, scalps taken)
*killed babies and children at close range, some thrown into mass graves while still alive

Yes - really a former judge advocate. The boats can absolutely be legitimate military targets. There is no need for a declaration of war to determine something is a legitimate military target. And if the boats and drugs are not destroyed with the first missile, you can fire a second.
