Not really. It's too small, too provincial and just can't compete with real world class cities when it comes to arts and culture. PP you're quoting is right. Add NYC, Los Angeles, and San Francisco to that list just to mention a few US cities that DC can never compete with. And I've lived in several of those cities including DC. No comparison.
