Both ILL and CA could be a lot worse for the GOP. But the GOP has squeezed almost every seat it can in the rest of the country, whereas a lot of blue and purple states submitted to independent commissions and computer drawn districts that are relatively fair. If the Dems were to play the same game, the House wouldn't be competitive anymore, and frankly, whoever decided to cap the House at 435 seats complete screws the bigger states with big cities, since their house members represent over a million residents where the red states rural representatives represent under a million, which means in aggregate, both the House and Senate Dems represent about 56% of the population but have minority representation in both houses of the congress. That disparity also tips the Electoral College.
