The resignation letter in the email I received said none of this. If it's not in the thing you are agreeing to do not believe it.
Yes, my only hesitation is the uncertainty of what I'm agreeing to. It's clear that these EOs, letters, etc are written by people with no policy or contract experience.

+1 I read the email and I’m confused how anyone could take it any other way? They are saying if you don’t want to return to in person work, say so by responding to the email and you will be exempted from RTO policies AND that you will therefore resign by Sept. 30. I doubt anyone is going to get admin leave until Sept. 30 with how understaffed everyone is all the time.
I guess you’d take it if you really didn’t want to/couldn’t work in person and were confident that you could find another job by Sept. 30. But it’s not an “8 month buyout” or whatever the hell the media is inaccurately reporting.
