Partly, it's NATO doctrine. There are no NATO war plans that call for multi-year, trench warfare, artillery duel wars. NATO has air power and is mobile. They are not prepared for this kind of war. And it shows.
Europe has been slow to ramp up production. And really - this is their problem. Russia is their neighbor. Not ours.
But at this moment in time, only the US has the excess armamants that will allow Ukraine to fight - as Ukraine has been doing, heroically - for two years now.
