The Indians coming to America are better educated and likely have very high IQs. However, this is from a population of over a billion people, and that population has overall lower IQs.
In the other hand, China is listed as having very high IQs, along with Japan and Korea, about half a standard deviation above average.

It's easy enroll them at Cuire at age 7. Spend $20k over the next eight years and then claim they're super gifted.
You need to be a functional family (2 parents, college educated, good jobs, priortizing education, frugal, good marriage, know how to cook veggies, know how to teach Math, fluent in English, no additction/abuse/adultry) to be able to spend 20K. What to do? What to do??
The $20k is the key part the rest, not so much, but if it makes you feel better then sure.
Some school systems offer it for free. Ours does and we use it.
They are implying that spending $20k at Curie is needed to get into TJ. Vast majority of those who go to Curie do not get in.
So what! The vast majority of people who got in through the old system attended prep.

Haven't you seen how Asian parents push their kids? No down time. They're having them count billboards while driving down a highway.
It doesn't mean the kids are smarter than other groups. It means the parents push them.
Check your racism. When non Asians ask their kids to count billboards it’s a cute Instagram hack to get their kids to stay occupied and learn! How wonderful! When Asians do it it’s “pushing” and “ tiger parenting.”

It's racism to point out a fact, that Asians place a huge priority on educational achievement? Please tell me this is not fact, and that I'm a racist for stating this.
It’s classic gene-environment-culture covariation. On average (not ALL!), Asians who are in the United States have genetically higher intelligence. On average, they made it to the US on their smarts. Highly intelligent people enjoy learning. They find it easy to learn. Lo and behold, they spend more time on educational pursuits and their kids score higher on tests.

Asians as a group have a genetic edge, which is often amplified by their upbringing, values, etc. That's not to say that individuals of other races can't do equally well or better, but there needs to be an emphasis on working hard academics which isn't always there. Public policy can help, depending on whether we are striving to provide equal opportunity or equal outcomes. E.g. Does a short kid have a right to try out for a basketball team or the right to equal playing time on the varsity team? Does a mediocre high school musician have a right to play in the school orchestra or the right to being featured as a soloist?
