Usao wouldn't charge her, which is why she's been charged with a misdemeanor--that is the only thing OAG could bring against her.

Sometimes usao does bring charges, but not enough in my opinion. It seems like they do it more if the driver flees (appropriate) but there are also big age/race/sex disparities.

US drivers are often aggressive and there is not a culture or penalty system that requires drivers to stop for pedestrians.

Whoever is truly responsible for this part of this fiasco, it's disgusting that a driver can kill a pedestrian and not face charges for three years afterward. MPD and USAO were leaving no stone unturned trying to find a reason not to charge the driver.

This was an accident. Not someone out to murder someone else.

I disagree that you can call this an "accident." An accident is when the breaks fail, or when a pedestrian steps into the middle of the road without warning. Tragic but ultimately not the fault of a driver who was following the law.

Hitting and killing a pedestrian in a crosswalk while driving recklessly is not "an accident." It isn't premeditated murder but it's, at a minimum, negligence that resulted in a person's death. That's not an "accident."
