Since photo gov ID is not required the utility bill would not have been in his name. If you don't have acceptable id then you can fill out a confirmation form and birthdate and last 4 of the social security number are optional. Refusing to sign that leads to a provisional ballot.

All of the above assumes each polling location has hard or online access to lists of actual registered voters. Look I am neither here nor there on Terry or Youngkin's semi and full adult children and both sides seem super dumb to do what they each did. But remember in Virginia you can be charged with a crime for giving the finger, so just be careful next time someone cuts you off in traffic, don't flip the bird. I was surprised the woman on the bike who flipped off Trump a few years ago wasn't charged.

That law would be unconstitutional and would never hold up in court.
