Yes they can, and they must. It is in their rules that someone linked earlier in this thread.
Private space gets subtracted from your allocation. FCV was originally allocated more field space and then lost some because of Evergreen. So now they don't lose allocation because of Evergreen. amd will be given more fieldspace.
