Your regular cops at a protest don't have any finances on the line. In fact they'd prefer to keep their jobs and get their pension. They don't want to have an altercation with a protestor that will be reported, and investigated, may drag them into a lawsuit and hurt their chances for promotion.
ICE aren't worried about any of that - no investigations, no worry about lawsuits, they won't be disciplined or lose any pension. They want their payout this week.
