They never even had a majority support of voters. Trump won both elections by electoral college victories, and the second one, he had more votes than Harris, but was still below 50% of voters.

Reuters/Ipsos: National Guard deployment unpopular
In a Reuters/Ipsos poll conducted Oct. 3-7, Trump received 40% approval. The poll also found 58% of Americans said the president should only send armed troops to face external threats.

IOW, if I were asked if trump is doing what he promised and I recall during the election that he said he would impost tariffs, gut the tax system to favor billionaires and impose immigration tactics, then I would way, "yes he is doing what he promised" but that doesn't mean I agree with him.

But here is CNN touting 52% of Americans agree Trump is doing what he promised.

That isn't an approval rating.

Both are true - Trump cares deeply about his popularity and needs to be recognized as the leader, yet he also suffers from a short attention span and allows Hegseth, Miller, and Vought to do what they want until he tells them to stop. Then the cycle starts over.
