nah, I would give it a B. no big/powerful ECNL to GA teams have dropped as of now.
Not even a B. What have they really done? Added middling and lower ECNL or DPL teams? Not impactful nationally. Big ripples locally as we further water down NOVA and go from 7 "elite" teams to 9 "elites" now, but doesn't change the national balance of power at all.

This is interesting from the fact they are basically splitting a conference in two and have one conference (Golden State) for second teams of clubs already in ECNL and a separate RL (NorCal) for first teams that want to fight it out for promotion into ECNL.
