At 400feet, he would need time to lay down, he probably had to crawl across roof because standing would expose him, and then scope him and fire. It's not quick.
400ft is midrange hunters shot, but they likely have more experience, are stationary in a blind, and aren't fearing for their life if they are seen.

Secret Service was trying to do their job and follow protocol but dumb Trump was fighting them every step of the way. You can literally see them pulling at him to get him down the stairs when he stops to do his fist pumping.
