As someone who has known and worked with police, it's not all but there's a huge culture of violent people who are looking for a fight and who don't mind if someone dies. Watch the video of the car from Philly, a random collection of officers and they all jump on to start beating people. It's a violent job that attracts violent people.
In DC? Nope. Our police can be incomoetent, but there is not a huge culture of violent people on the force. You must not be from round here.
