There is no indication from the video (or anything else I have seen reported) that anyone was hurt.
He almost certainly acted improperly. He may have committed a misdemeanor. Nothing I have seen suggests this case should get the attention it has, and it wouldn’t if it didn’t supposedly involve someone upset about posters concerning Floyd and related issues.
By grabbing her arm like that, he committed assault.

For most people, a large adult male attacking a small juvenile unknown to him is more than improper.
