As a post-pubescent male he needs to observe personal space rules and needs to learn about inappropriate touching which includes what OP has written about.

Read the thread. You don't have much experience with CPS getting kids out of dangerous situations, but I have seen it work. This girl deserves help. There are so many red flags in OP's posts, they are practically on fire.

Parents obviously feel their son’s assault of his sister is ok. One would question if the mother herself was molested or raped as a child. These things usually go from one generation to the next within families.
