Better question- Why is Wilson the only non-selective high school that people want to go to?

She is not taking a spot if she “resides” in bounds. Would it make a difference if she moved in to the condo? Is that still taking a spot? She is not doing anything legally wrong- doesn’t really matter if you agree with it or not.
She wants a “better” (perceived) education for her child. I can’t fault her for that, I can fault DCPS for the inequities in education across the city and what they are not doing about it!


If she moved into the condo, she would reside there. Just changing your address but not actually living there means she does not reside there and her child is not IB. Not so sure why this is so hard for you to grasp?

One reason that schools are uneven is that despite having pasty of money, DCPS spends on bureaucratic crap rather than classroom needs. While they lack tutors or music teachers, some DC schools have ‘esteem’ specialists and diversity coordinators. Diversity coordinators, in DC. DC certainly doesn’t lack for that! Nonsense fluff and a waste of money, which instead should be put into educational “boot camps” to bring struggling students up to grade level.

In OP’s scenario, she buys a condo for her mom IB for a WOTP school, uses the address to register at that school, sends her child there, uses grandma for free childcare and she and her family actually live in Shaw. If she actually lives in Shaw, she would have to take her chances with OOB lottery just like the family who rents an apt EOTR and can’t afford two mortgages. Instead, she gets an IB spot that could have gone to that EOTR child. This is all strictly for her convenience since she could install her mom in a place closer to or even in Shaw.

PPs cheer posters like OP because they think such posters are stickin’ it to The Man. But actually, they are stickin’ to the family EOTR. Because they can afford to.

Sure, she might not get caught. But that doesn’t make what she’s doing legal or morally right.

On your side, PP. Maybe the eye-opener of the intensity of the anger expressed on this thread will stand you in good stead. It's not illegal to move between two houses you own in the District, and DCPS will almost certainly leave you alone if you're not renting out either. The situation you present isn't actually uncommon either WotP or EotP for strong DCPS programs. But your ability to afford multiple homes in the District, one in-boundary for a good by-right school, makes you a target for a few meddling and/or jealous parents, so best to keep a low profile with it all. OSSE only cares about tax and other residency documents in cases like yours. You can read other residency fraud threads for confirmation.


She’s not going between two residences. She and the children live at one, and her mom lives at the other. This is not an ambiguous situation as to where the children are able to attend school. Hint: it’s not at grandma’s IB school.
