So you go directly to the teachers and not the parents? If the parents aren't doing their part at home - ensuring they do HW, for example, even though that's pretty much a joke now - what can a teacher do?
I'm not saying all teachers are 5-star educators, but once you head into Teacher Blaming Land, you only make things worse. Bad curriculum - if people are wedded to it - can also cause damage. Unfortunately, many teachers are forced to follow a bad framework, too fearful to do what's best for students.
