PTA pres at a different school here. The. purpose of copying the Principal is to inform him that this event is raising some questions around the community and that if it is a PTA or a school event, then it is completely inappropriate. The principal and the PTA president are responsible for ensuring that events sponsored by the PTA or the school are inclusive.
Does the principal actually have any authority over the PTA, at least formally? I am sure she could deny access and otherwise make life difficult for the PTA of a battle erupted, but I always thought, maybe erroneously, that the PTA was formally distinct from the school.

I came across a flyer that there is a back to school pool party for Barnsley students at the Manor Woods Swim Club on _______; and that Barnsley teachers and staff have been invited. Is this a PTA or a school sponsored event; and if so, are Barnsley students and families who are non-members of the pool also invited?

There is consequences to being poor, instead of crying about it one would be smart to use it as motivation to find a way to afford the swim club. If it is a bridge too far because of a multitude of reasons then that persons life would still suck even if they were invited to one party and going to that party would just act as a reminder how low they really are.
Consider working on your understanding of the "public" part of "public schools".
