Remove all the photo trickery and all of these women past the 20-22% point look fat.
The 30% woman has an hourglass shape. Most of her weight goes her breasts and hips which makes her waist look even smaller. If she had a rectangle shaped body or less of an hourglass shape, the 30% would look completely different.
No she doesn't. Look very very closely, especially obvious on her left side, the lighting/shadows make the shape of a V. That's not her actual figure, she's packing an extra 3" past the sharp corner of the V.
That, and she's most likely got implants.
And, that bikini is especially flattering on her.
