maybe so - I'm more concerned about the plan they are going to come up with in 90 days.

An interesting thing to note is that the way this EO is written, any positions that become vacant after January 22 could be filled. I'm sure in practice that won't happen, but that's how I read it.

I disagree. Depending on how your internship is set up, you may be able to be converted to permanent without posting a job. As people retire, the headcount is available for interns to be converted to permanent (at least that is my understanding) without increasing hiring so it doesn't leave an agency with critical gaps. It depends on the type of intern program you came in on. If it isn't a position that can be converted and you have to apply, then likely they would have to wait until the freeze has been lifted, or request an exception from OPM.

It's not clear what "implementation" of the OMB plan means exactly for determining when the freeze will be lifted.

Yep, and there is a rumor that they will be offering a $40,000 package as an incentive for early retirement.



Can they get forced out if they are retirable age but may want to work, or would they get a package as well?

Also many civil servants retire and come back to their agencies to higher salaries as personal services contractor doing a similar job to the one they just had...or work for the Big Beltway bandits.
