Now, what he did with that was totally wrong and he absolutely should have had more dignity, professionalism, whatever. He's gross and TOTALLY in the wrong, no doubt.
But, his staff was furloughed and the interns were running the joint. It was a recipe for disaster considering his history.

If Bill had been behaving like a responsible professional there would have been nothing encouraging Lewinsky to flash her thong. Nor would anything else have happened. If Bill didn't want Lewinsky there he could have sent her away and gotten someone else. Obviously, Bill was o.k. with the thong flashing..
